关于这个问题，很多学术期刊本来就有给出明确指示。

比如Physical Review Letters对审稿人的要求中关于confidentiality的部分就写道（黑体是我标的）：

All materials associated with the review process are confidential, including the manuscript, Supplemental Material, author-provided material, referee reports, and other correspondence. These materials must remain confidential when you consult with colleagues or invite them to write a joint report. We ask that you include the names and contact information of any colleagues who help in writing the report.

还有很多其他例子，比如MDPI对其旗下期刊的审稿人就要求：

We ask invited reviewers to:
· accept or decline any invitations quickly, based on the manuscript title and abstract;
· suggest alternative reviewers if an invitation must be declined;
· request an extension in case more time is required to compose a report;
· let us know if anyone else, such as a student, will participate in writing the review.

Reviewers should keep the content of the manuscript, including the abstract, confidential. Reviewers must inform the Editorial Office if they would like a student or colleague to complete the review on their behalf.

总结起来就是大部分情况下可以让学生审稿，但需要让编辑知道参与审稿的人的具体信息（包括姓名和联系方式）。如果一个导师让学生全程负责审稿和写审稿意见，然后以导师自己的名义提交，那显然是不合理的。
