With Vice President Joe Biden on the verge of winning the presidency in 2020 presidential election, the United States will likely focus on a few major areas over the coming four years.

Biden has made it clear he will prioritize slowing and stopping the spread of COVID-19; re-joining and strengthening international partnerships and alliances; and prioritizing economic growth for lower and middle-income Americans.

These focus areas will have broad impacts across all sectors of America—from economics to education. The ’s policies will have a major impact on the direction of the education sector in America and therefore impact students from around the world.

Education has long been a priority for Biden not only through his own work to improve the lives of rural and middle-class Americans through educational access, training, and opportunities but also through the passion of his wife, Jill Biden, a life-long educator who continued teaching even throughout her time as Second Lady during the Obama Administration.

His extensive experience in working to improve educational access as a means to drive economic growth and improve quality of life indicators will mean that the next four years bring great hope to modernize education in America—bringing it more online, focusing intensely on cost, and improving access and quality overall.

EDUCATION POLICY

Biden’s plan for higher education does not include any transformational changes。

Still, it does demonstrate enthusiasm, support, and investment for America’s higher education system from community colleges all the way to research universities. This is a sharp break from the Trump Administration’s lack of a detailed policy and frequent sharp antagonism toward specific universities and the university system as a whole.

Biden has three main areas of focus:

1) 增强支付能力——让更多的美国人可以免费就读公立大学,减少学生债务,增加对盈利性大学的监管;

2) 改善机会——为社区学院提供额外资金,为那些为贫困学生提供服务的大学提供额外资金;

1) Improving Affordability – making public colleges and universities free for more Americans, reducing student debt, increasing for-profit college oversight;

2) Improving Access – additional money for community colleges, additional money for universities serving underserved students;

3) Focus on the Future – increasing funding for workplace training education, growing apprenticeship programs, increasing adoption of educational technology.

Overall, Biden’s policies look to a future where education is more flexible; technologically-driven; connected to work, jobs, and career; and supports a growing and changing global economy.

American universities are already shifting heavily into online and technology-driven instruction as it allows for more affordable tuition, higher student access, and better outcomes.

Joe Biden’s goals in the sector will only accelerate that trend. Funding will require the support of the United States Congress but many of the policies will be pushed by a new Secretary of Education who will work in close collaboration with the President to support his education agenda.

CHANGES TO H1B & OPT

Biden has proposed changes to the H1-B and green card system to make both systems more fair and balanced.

Additionally, he has indicated he would eliminate by-country caps on employment visas and that recent graduates of PhD and STEM programs would be included under this exemption from any visa caps under his plan.

On day one, it is expected that many of President Trump’s executive actions on H1-B would begin unwinding including ending the entrance ban, changing the wage caps, and speeding up the processing time. Assuming no major actions from President Trump over the coming two months, OPT policy would likely also stay the same moving forward.

Immigration policy overall is expected to return to a pre-Trump standard with Biden showing deep sensitivity to reminding the world that America is welcome to foreign students, immigrants, and families but the effects of COVID-19, and continuing high unemployment numbers, will likely require that any specific plans demonstrate that they are not negatively impacting American employment growth.

WHAT INTERNATIONAL STUDENTS CAN EXPECT

Biden does not have specific policies targeted at international students but the series of overall policies, goals, and statements indicates that the administration would move in a direction that is more open to immigration, students, and international cooperation.

After the Trump Administration pushed to limit the ability of international students to get F-1 visas if their study was online, Joe Biden immediately pronounced that, "across the world, people come to this country with unrelenting optimism and determination toward the future. They study here, innovate here, they make America who we are.

Donald Trump doesn't get that — we need a president who does."

1) Remove many of President Trump’s executive actions limiting immigration

2) Provide access to federal COVID-19 relief funds to those international students not qualifying for federal financial aid

3) Reinstate the Deferred Action for Childhood Arrivals (DACA) program

4) Lift asylum and refugee caps imposed by the Trump Administration

These actions might not directly impact international students in all cases but would signal that the administration wants to return to pre-Trump Administration policies. Universities around the country have sued to block many Trump Administration Executive Actions and businesses have worked hard in many cases to maintain the flow of international talent into America.

Given that consensus, there is momentum to move quickly on a variety of policies that can help international students by allowing American businesses and American universities, not to mention the large number of international communities and organizations across the United States, return to normal and welcome members from around the world.

COVID-19 AND THE IMPACT ON EDUCATION

Education technology has expanded massively in America not just at the university level but also throughout the K-12 space during the past year as America has struggled to contain the COVID-19 outbreak. While most schools are now open and have students on-ground, they are also continuing to use online instruction as a way to maintain safety during the pandemic and keep students connected to their teachers.

Biden has made it clear that opening up the American economy, its schools, and its communities can not take place without getting a handle on the COVID-19 epidemic.

The Biden administration will focus on ending the COVID-19 epidemic in America through five major policies:

1) Allowing public health officials to make public health decisions

2) Widespread COVID-19 testing increases

3) Lowering cost of care for COVID-19

4) Economic support for those impacted by the epidemic

5) International cooperation

With a change in how America confronts COVID-19, America expects to be on a trajectory to become safer, and therefore open up, much more quickly.

This is good for universities and good for the education system in general as full operations help all learners, both those on campus and those online. Of course this also helps international students who rely on travel to get to campus and study so the faster this can happen, the more confidence students can have that studying in America is safe.

Interestingly, fully opening campuses in America will allow universities to better support their online learners and on-ground learners both.

Universities have separate support teams to help their online learners and right now those teams are stretched thin helping an entire campus of online students. When students return to campus in greater numbers, those support teams will shift back to focusing on the online students only.

With many lessons learned from aggressive online instruction over the past year, universities expect to expand the quantity and quality of their online programs rapidly.

THE GROWTH OF ONLINE EDUCATION

Nevertheless, plans take time to implement and as COVID-19 is brought under control, executive actions are reviewed, new leadership is installed, and policies are proposed and debated, undergraduate and graduate students from across the country and around the world will continue to access American universities online.

Once students are fully back on campus, the trend toward online learning and online degree programs will only increase given Biden’s target to improve educational access and prioritize workforce-focused content that will push colleges and universities to further develop models of teaching and learning that meet the needs of students from diverse backgrounds with complex educational needs to prepare themselves for a changing, modernizing workforce.

International students will benefit from those changes just as Americans do.

As American universities provide more spaces for graduate programs, improve the quality of those programs, and seek to grow cohort numbers, more and more resources will be invested into online education that improve the student experience from start to finish.

Despite COVID-19 and previous executive policies closing doors on students trying to study in America, Biden will focus on expanding educational opportunities to all people, increasing funding to universities, and focusing on content areas that will prepare students for our changing world.

This return to openness and access will naturally lead to welcoming immigrants and students from abroad to access, experience, and improve America’s university system which will inevitably drive universities and departments to grow and improve online teaching and learning across their programs.

Biden’s prioritization of knowledge and skills that prepare students for the next wave of jobs is particularly important.

Schools will increasingly grow expertise and degree programs in computer science, engineering, and business as the ’s broader plans focus on modernizing America’s infrastructure; investing in green energy technology; and funding research and expansion in artificial intelligence, microchips, 5G, and intelligent systems.

The demand for workers from around the world, skilled in these areas, will drive expansion of university programs dedicated to these areas and increase investment from universities to deliver these degrees online since it will be the only way to meet the needs of the next generation workforce.

Universities have learned that online learning and constant skill-building is critical to meeting the needs of students across the country.

Those around the world will benefit just the same.
